Earth in 2086 is under complete commercial control. Even air and water are handled by firms. Moving resources from one area to another is against the law (unless the same company manages both areas' resources). These commercial hobbies have enslaved mankind by handling the money. Scout Ellison and his group want to begin a new society without money. This new society is completely unlawful. Regardless of whether it had not been, it would require changing the whole world's economic climate. So Scout chooses to leave Earth and colonize Mars. But the military-industrial complex won't let this new society get off the ground (at least not without a fight).
