The available resources within labor force planning may be an under-appreciated product. This can be especially so when employees are not viewed as tacit knowledge employees in which particular case their attrition can be considered a benefit to the business. In allocating human resources there is much to consider in how the benefits to the business can affect the costs. Do I work with high knowledge expensive employees or manage with similar functioning with less experienced lower paid employees? This can be the reason why a formal labor force planning system should be employed. Using heuristics in the process may not provide the research to make such educated decisions. In any case the implementation of some sort of labor force planning is a necessity within each firm whether private or public.
