The Emancipation Proclamation was a presidential proclamation issued by Leader Abraham Lincoln on January 1, 1863, as a war measure through the American Civil Warfare, directed to all of the areas in rebellion and all segments of the Professional branch (including the Military and Navy) of america. It proclaimed the flexibility of slaves in the eleven claims which were still in rebellion, excluding areas manipulated by the Union and thus applying to 3 million of the 4 million slaves in the U.S. at that time. The Proclamation was predicated on the president's constitutional authority as commander in chief of the military; it was not a law handed down by Congress. The Proclamation also bought that suitable people among those freed could be enrolled in to the paid service of United States' pushes, and bought the Union Military (and all segments of the Professional branch) to "recognize and maintain the flexibility of" the ex-slaves. The Proclamation did not make up the owners, did not outlaw slavery, and did not give citizenship to the ex-slaves (called freedmen). It made the eradication of slavery an explicit war goal, in addition to the goal of reuniting the Union.
