In these amazingly troublesome budget times, you would think government firms would be working extra difficult to find means of doing things better. Unfortunately, leaders across the world are grabbing the same kind of playbook: recruitment freezes, travel limitations, delaying maintenance, and so forth. They aren't examining the genuine work being done; the operations are fundamentally the same.
